Carnia and Sappada: what living in the Friulian mountains is like

Carnia sells mountain living cheaply: a flat is worth €740/m² in the median village, and in half the municipalities fibre reaches nine homes in ten. The price is paid elsewhere: villages are emptying, winters are long, and the specialist centre in Udine that treats heart attacks and strokes lies a median 59 min away.

Tolmezzo and its valleys

The regional landscape plan treats Carnia as an area of its own: Tolmezzo in the middle, with the hospital, secondary schools and the Carnia-Tolmezzo exit of the A23 motorway 9 min away, and around it valleys of small villages reaching up to the Forni and Sauris. Sappada, left out of the 2018 plan, is grouped with Carnia here.

Good for: anyone after a mountain village that is lived in all year, at low prices; a second home with two seasons (Sappada, Forni di Sopra, Ravascletto); remote workers, given the fibre; anyone escaping summer heat: in the median village only 17 days a year reach 30 °C, compared with 37 in the typical Friulian municipality. Less suited to those who need a cardiac centre close by or dread short winter days.

The villages: emptying or holding on

Since 2001 only 1 municipality has gained residents: Amaro, next to Tolmezzo. The steepest falls:

It is not only people leaving: in 2024, 11 of the 28 municipalities registered more newcomers from other Italian municipalities than residents moving away to them. Across the Friulian mountains, however, deaths still outnumber births and the total keeps falling.

Hospital, trains, services

  • A&E: Tolmezzo's emergency department is open round the clock; Sappada, the furthest municipality in the zone, is 56 min away. Cardiac and stroke emergencies are taken to Udine: 41 min from Tolmezzo, 1 h 33 from Sappada. Across the regional border lies Pieve di Cadore, 41 min from Sappada and 31 min from Forni di Sopra, but we have not checked how its emergency service works. The full network: hospitals and A&E.
  • Trains: none run through Carnia. The nearest station, called «Carnia», is in the municipality of Venzone: 16 min from Tolmezzo, 1 h 08 from Sappada; from there the Mi.Co.Tra. runs to Villach.
  • Mains gas: Forni di Sopra, Forni di Sotto and Paularo have no methane network; the Region funds a contribution towards LPG.
  • Skiing: the Zoncolan is 2 min from Ravascletto; Forni di Sopra and Sappada have their lifts in the village.

The market: plenty on offer, two seasons

In ordinary villages a flat is valued at €740/m² in Paularo or €585/m² in Lauco; resorts charge for the season: €1,210/m² in Forni di Sopra, €1,250/m² in Ravascletto, €2,450/m² in Sappada, where long-term letting yields just 2.3% gross on paper.

There is a lot of stock: at the 2011 census the median village had 50% of its homes without residents, Sappada 76%. These are holiday homes and closed houses, not necessarily for sale.

Where there are ski lifts there are two seasons: in Sappada 49% of tourist nights fall in summer and 40% in winter; in Ravascletto winter accounts for 55%.

The regional first-home grant here is €15,500 (€20,000 under 36), but applicants must have been registered as residents of the region for 5 of the past 8 years, and the limits are a price up to €200,000, at most 120 m² and an ISEE up to €30,000. Buyers from abroad rarely qualify, except descendants of Friulian emigrants (first-home grants).

Winter, sun, landslides: the drawbacks

  • Winter sun: on 21 December the median village gets 5 h 9 min. At Forni Avoltri the town hall sees the sun only from 08:29 to 10:33, and the hamlet of Pesariis goes 22 days around Christmas with no direct sun (winter sun).

  • Cold: January averages −1.8 °C in Sappada, with frost on 138 nights a year; at Forni di Sopra snow lies on the ground for 84 days a season (1991–2020).
  • Landslides: Treppo Ligosullo tops the whole region for buildings inside P3 or P4 landslide areas: 27.2% (floods and landslides).
